App-Based Worker Outreach and Education RFP

The City of Seattle Office of Labor Standards is seeking proposals for App-Based Worker Outreach and Education. The selected consultant will conduct outreach and education with app-based workers in Seattle, focusing on the City's App-Based Worker Minimum Payment and App-Based Worker Deactivation Rights ordinances. The consultant will provide individualized services to app-based workers, develop collaborative approaches to enforcement, and increase workers' knowledge of their rights and how to file a complaint. The project will run for 24 months, from July 1, 2026, to June 30, 2028. • The consultant will conduct outreach to app-based workers, focusing on low-wage workers and demographic populations most impacted by labor violations. • The consultant will provide language-specific and culturally relevant outreach and education materials. • The consultant will build capacity among community organizations to provide labor standards services and information to app-based workers. • The consultant will develop a comprehensive plan to complete the scope of work, including a multifaceted approach to engage, educate, and empower app-based workers. • The consultant will measure the effectiveness of their program and identify ways to improve.
