MassDOT’s Rail and Transit Division is seeking qualified vendors to design, manufacture, and deliver ADA‑compliant transit vans (up to 29 ft in length) for use by MassDOT, MBTA, and 15 regional transit authorities. The contract is a five‑year firm‑fixed‑price agreement that includes vehicle warranty, parts support, training, and compliance with 49 CFR Part 38 and related federal standards. Proposals must include detailed technical specifications, cost breakdowns, Buy‑America certification, DBE participation, and a comprehensive service‑parts support plan.
• Provide a range of vehicle configurations (minivans, full‑size vans, cut‑away buses) with wheelchair‑lift or ramp access meeting ADA specifications.
• Meet performance criteria for weight, capacity, durability, and emissions; include warranty (3 years/36 k mi vehicle, 5 years/60 k mi propulsion) and a parts‑availability guarantee (4‑5 years).
• Deliver at least one vehicle per week after production start, with pilot vehicles delivered ≥30 days before production.
• Submit electronic and hard‑copy proposals by 23 Oct 2026, including all required exhibits (Buy‑America, DBE, certification, technical data sheets, etc.).
