The New York State Energy Research and Development Authority (NYSERDA) is offering up to $150,000 (plus a $10,000 Disadvantaged Community adder) per eligible municipality to develop a comprehensive Site Reuse Planning Study for fossil‑fuel power‑plant sites that are de‑commissioned, in the process of de‑commissioning, slated for retirement, or still operating. The program funds 100 % of approved technical‑assistance services; municipalities must be the land‑use authority (or a partnership) for the site and apply on a per‑plant basis. NYSERDA will select a Site Reuse Planning Contractor from a pre‑approved pool; the contractor delivers baseline planning tasks (site evaluation, economic analysis, stakeholder engagement, alternative reuse concepts, demolition/abatement, public‑health impacts, recommended actions) and may provide pre‑development services (infrastructure assessment, Phase II ESA, marketing collateral, site‑planning, workforce‑development strategies, etc.). Applications are submitted by email; awards are on a first‑come‑first‑served basis until the $2.279 M pool is exhausted.
• Eligible applicants: County, City, Town, or Village with land‑use/regulatory authority over a single fossil‑fuel plant site in NY.
• Funding: Up to $150,000 per municipality (plus $10,000 DAC adder); no cost‑share required.
• Scope of work: Baseline planning (site evaluation, economic analysis, stakeholder input, reuse alternatives, demolition/abatement, health impacts, action plan) plus optional pre‑development activities (infrastructure, Phase II ESA, marketing, site planning, workforce development, etc.).
• Submission: Email
[email protected] by June 30 2026 3:00 PM; applications processed in order received.
• Contracting: NYSERDA pays the selected contractor directly; the municipality provides a project liaison (2‑10 hrs/week) and a steering committee.
