Tax Hearing Officer

The City and County of Denver is soliciting proposals for the contracting of an Excise Tax Hearing Officer to oversee excise tax and emergency telephone charge petition cases at the local municipal level. The Hearing Officer will be responsible for timely scheduling and presiding at individual case hearings and ultimately rendering hearing decisions, which may be subject to judicial review. The awarded Hearing Officer will work as an independent contractor retained to perform professional and technical services for limited periods of time, for record examination. Key responsibilities include: • Administering oaths and taking testimony • Hearing arguments and ruling on motions • Issuing subpoenas • Rendering hearing decisions in writing within the legal timeframe • Coordinating with Treasury staff for electronic recordings of the proceedings • Notifying affected parties of scheduled or re-scheduled hearings and any due dates through legal orders • Ensuring timelines are met and proposing consequences to be enforced by the City if timelines are not met.
