Description
The United States Air Force is conducting market research for non-personal, advisory and assistance services (A&AS) and non-personal professional support services required to support the Privatization Management Programs (PMP) for the Air Force Housing, Enhanced Use Lease, Lodging, and Utilities (HELU) Privatization. The program aims to provide 100% privatized housing management for over 15,000 government-owned homes at 67 locations in the continental United States and 12 locations outside the continental United States. The Air Force is seeking a contractor to provide support services, including program management, project services, project and development management, property/contract reporting, and services summary tasks. The contractor will be responsible for conducting a thorough assessment of the structural integrity and habitability of each home at selected privatized housing locations. The Air Force is considering awarding a single indefinite delivery/indefinite quantity (IDIQ) contract for all HELU business areas or multiple independent IDIQ awards to different contractors.
Key tasks and responsibilities include:
• Conducting feasibility assessments and due diligence for privatized housing projects
• Providing support for lease provisions, project development plans, and timelines
• Assisting in the negotiation of lease agreements and key legal documents
• Conducting economic analyses and developing cost summaries for proposed projects
• Providing portfolio and asset management services to monitor performance and condition of privatized housing portfolios
• Conducting Capital Repair and Replacement (CR&R) visits to ensure adequate funding for capital repairs and improvements
• Developing and implementing portfolio and asset management tools and methodology
• Providing support for project restructuring and refinancing efforts
• Conducting comprehensive compliance and risk assessments to ensure projects meet transaction document terms and conditions
