Multi-Jurisdiction Public Safety RMS

The Johnson County Regional Interagency Operating Network (JCRION) Consortium is seeking information about Records Management System (RMS) solutions for law enforcement. The consortium consists of 17 multi-jurisdiction entities and aims to provide a shared RMS, associated services, and records data to its members. The RMS should support automated district attorney submissions, alignment with prosecutorial workflows, cross-agency data sharing, cloud-based architecture, and reliable field performance. Vendors are requested to provide detailed responses to the RFI questions, including their company overview, experience supporting multi-agency environments, and references. The scope of the information requested includes records and case management, DA submission, state and federal reporting, e-ticketing and traffic, property and evidence management, integrations, hosting and infrastructure, consortium and multi-agency capabilities, data migration, training and implementation, vendor support and sustainability, and analytics and reporting. • The RMS should generate and electronically transmit complete filing packages directly to the DA’s Office. • The system must support configurable submission formats and workflows that align with DA requirements. • Participating agencies must be able to securely share data within a consortium model while maintaining appropriate agency-level permissions and controls. • The RMS must function effectively in low-bandwidth environments and support field-based reporting. • The system must integrate with Computer-Aided Dispatch (CAD) systems and Detention Center CMS. • The RMS must include built-in validation tools to ensure accurate and compliant state and federal reporting.
