Description

The U.S. Department of State is seeking a contractor to equip up to four state or federal judiciaries and their courtrooms in Mexico's northern border states with telepresence systems and secure digital communication platforms. The project aims to address the security and operational challenges faced by judiciaries in Mexico's border states when hearing cases involving detainees imprisoned for TCO-related activities. The contractor will be responsible for developing and delivering a functional interface between the telepresence/videoconference solution and all GOM designated judicial information systems. The system must support multiple, multi-participant video recording sessions, and the contractor must ensure that all recorded hearings and associated data reside within Mexican territory. The contractor will also be responsible for procuring and maintaining dedicated 150 Mbps communication links through Mexican carriers. Key features of the project include: • Development of a functional interface between the telepresence/videoconference solution and all GOM designated judicial information systems • Support for multiple, multi-participant video recording sessions • Data residency within Mexican territory • Procurement and maintenance of dedicated 150 Mbps communication links through Mexican carriers • Compliance with Mexican law and regulations • Coordination with the Government of Mexico and the U.S. Department of State

Budget estimate

$2,000,000 – $4,000,000

The budget for this project can be estimated based on the scope of work, which includes the development and delivery of a functional interface between the telepresence/videoconference solution and all GOM designated judicial information systems, as well as the procurement and maintenance of dedicated 150 Mbps communication links. Assuming a team of 5-10 people working on the project, with an average salary of $100,000 per year, the total labor cost for the 3-year project would be approximately $1.5-3 million. Additionally, the cost of equipment, software, and other materials would need to be factored in, which could add another $500,000-1 million to the total cost. Based on these estimates, the total budget for the project could be in the range of $2-4 million. However, this is a rough estimate and the actual budget could be higher or lower, depending on the specifics of the project and the contractor's proposal.
