CONTRACTOR-OWNED /CONTRACTOR OPERATED AND GOVERNMENT-OWNED/ CONTRACTOR-OPERATED, AND (COCO/GOCO) FUEL OPERATIONS AT United States Army Garrison, HI (USAG-HI) for Schofield Barracks and Wheeler Army Airfield (Wheeler AAF).

The Defense Logistics Agency Energy (DLA Energy) is procuring Contractor-Owned, Contractor-Operated and Government-Owned, Contractor-Operated (COCO/GOCO) retail/bulk fuel services for JAA, Ultra-low sulfur diesel and Unleaded gasoline. The contract will be for a four-year base period from April 21, 2027 through April 20, 2031, with four 5-year option periods, and one 4.5-year option. The contractor will be responsible for providing all personnel, equipment, material, and/or facilities necessary for providing these services. Key aspects of the job include: • Providing bulk dispensing for JAA at a specified location on USAG-HI at Schofield Barracks (COCO) and Wheeler Army Airfield (GOCO) • Furnishing all receipt, storage, handling, and issue of bulk fuel products • Maintaining a method of visitor and entrance control, and a self-powered communication system linking all critical points of the facility • Providing a water supply and fire fighting equipment conforming to National Fire Protection Association and American Petroleum Institute standards • Maintaining inventory control records and systems of record in accordance with DLA Energy publications and applicable directives.
