RFQ 696001: Program Management and Governance Support

The County of Loudoun is seeking a qualified consulting firm to stand up and operate a Program Management Office (PMO) that will function as an extension of the County’s Department of Transportation and Capital Infrastructure (DTCI). The PMO will provide strategic oversight, governance, and execution support for a diverse portfolio of transportation and facilities capital projects, moving the County from a reactive, project‑by‑project approach to a proactive, performance‑driven program. The consultant will deliver expertise in large‑scale portfolio and program management, internal controls, reporting, workforce capability development, and budgeting/forecasting. The contract is for an initial one‑year term with three additional one‑year option periods. • Establish, lead, and operate a full‑service PMO for Loudoun County’s capital infrastructure program. • Provide governance frameworks, internal controls, program analysis, and regular performance reporting. • Develop workforce capability, training, and change‑management processes for DTCI staff. • Support planning, programming, budgeting, and execution of transportation and facilities projects. • Deliver strategic recommendations to transition the County to a proactive, portfolio‑based management approach.
