Payment System

The U.S. Department of the Treasury is seeking industry feedback to refine the scope, structure, and solicitation approach for its anticipated acquisition of a commercial payment platform. The platform should offer a secure, scalable, and fully integrated digital payment system that can facilitate the collection, processing, settlement, and reporting of electronic payments across multiple channels. The Treasury desires a system that delivers high availability, strong data protection, transparent reporting, and operational efficiency while providing a user-friendly experience for both payers and administrators. The anticipated contractual model will likely be a multiple award Indefinite Delivery, Indefinite Quantity (IDIQ) contract, and the period of performance is expected to be one base year with up to four option years. Some key features of the required payment platform include: • Support for multiple payment methods and transaction types • Fraud prevention, risk management, and chargeback handling capabilities • Scalability to support high transaction volumes with consistent performance • Quality and usability of reporting, reconciliation, and financial transparency features • Ease of integration and flexibility of deployment options • Demonstrated experience providing similar payment processing services to organizations of comparable size and complexity The Treasury is also considering the use of pilot or phased evaluation engagements to better understand commercial capabilities, implementation considerations, and operational impacts prior to finalizing its acquisition strategy.
