The Systems must meet all the requirements of this solicitation. Bidder shall make available to the Department all literature and specifications upon request. MANDATORY FUNCTIONALITYThe EV Charging Station Test Systems must function and meet the requirements as described below. Capabilities and Connection RequirementsThe Systems must be capable of measuring the voltage, current and power output for Alternating Current (AC) and Direct Current (DC) EV charging stations. The Systems must provide the ability to perform comprehensive metering to verify that a charging station’s meter is accurate. The Systems must be capable of connecting to all types of commercial EV charging station equipment, including but not limited to the following: Tesla, ChargePoint, Electrify America, EVgo, Blink Charging, EV Connect, Volta and BP Pulse. The Systems shall meet all applicable industry standards, including but not limited to the following: SAE J1772 (AC); ISO 15118 (Plug & Charge); CHAdeMO; CCS (Combo 1and 2) protocols and NACS Tesla. The Systems shall be National Institute of Standards and Technology (NIST) traceable with documentation. The Systems shall be capable of testing the accuracy of EV charging stations within the following parameters and meeting the following standards: • CCS1 AC: Up to 80A at 240 Volts of Alternating Current (VAC) (SAE J1772, North America);• CCS1 DC: Up to 650A peak, 350A sustained, 1000 Volts of Direct Current (VDC);• Tesla AC: Up to 80A at 240VAC; and• Tesla DC: Up to 650A, 350A sustained, 1000VDC (SAE 3400, North America). Systems must have the ability to offer adapters if design changes are made post purchase. Software RequirementsThe Systems must include the software necessary to record, transfer and index all testing data. The Systems shall capture data on all aspects of the charging station operations and provide data in easily exportable formats (e.g., Excel/CSV) for reporting purposes. The System must be capable of the following minimum criteria: • Creation of an editable instance of an EV charging station, identifying the following criteria:o geographic location;o original manufacturer;o make and model;o serial number (or unique identification number); ando registered owner.• Measure and record actual power output (kW) and energy dispensed (kWh) according to NIST HB44 criteria.• Store, retrieve and transfer test data for specific EV charging station with ability to export such test data. Hardware RequirementsEach System shall be made up of and include all components to complete the required testing and include a test component, one or more emulator(s), and any required cables, adaptors or fittings. The testing component of the System shall be powered by a rechargeable battery and be capable of operating wirelessly. The testing component of the Systems must have at least one input connection port to accept a connector from the EV charging station, and one output connection port to accept a connection to one or more discharge emulator unit(s). The testing componentof the Systems shall also have one or more USB connection ports for the purpose of transferring data to/from the testing component. The Systems shall include one or more emulators capable of testing EV charging stations as outlined below.AC units: • 120V, 208V, 240V and 3 phase AC 400V line to line; and• from 0 to 80A. DC units: • up to 800V battery systems; and• from 10A to 350A. The Systems shall be capable of operating reliably in temperatures ranging from at least 0 degrees Fahrenheit to 110 degrees Fahrenheit. The Systems must be robust for field use (e.g., NEMA 3R or better enclosure rating) and portable for use throughout the State of New York. A hard carrying case shall be included for safe transport of the testing component of the Systems from site to site. OPTIONAL FUNCTIONALITYThe Systems may be equipped with Bluetooth or Wi-Fi capability for the purpose of allowing an external device to send and retrieve data. The Systems may include Global Positioning System (GPS) functionality for the purpose of tracking the location of EV charging stations. CALIBRATIONBidders must provide two annual NIST traceable calibrations. Bidders shall describe the form by which such NIST traceable calibrations shall be documented and include sample documentation or a sample certificate of calibration with their bid. Bidder may choose to bid “No Charge’ for this item. WARRANTY, MAINTENANCE & SUPPORTSystem prices bid shall include a two-year warranty. Systems shall be free from defects in material and workmanship at time of receipt and for two years from the date thereof. The warranty period shall commence on the date the Systems are received by the Department. Such warranty shall include all maintenance, repairs and support as described below. Bidders shall provide prompt maintenance to ensure the Systems remain fully operational at no additional cost to the Department during the warranty period, including any parts, labor, shipping and handling. During the warranty period, Bidders shall provide support within three business days of any request from the Department and resolve any technical issues with any component of the System within 10 business days of such request.During the warranty period, if any component of the System is not repaired within 10 business days of the request, or a repair of any component of the System is not reasonably expected to be completed within 10 days of the Department’s request, the Bidder shall provide the Department a replacement component to ensure the System’s ability to function properly until the original component is repaired or otherwise replaced at no additional cost to the Department, including any and all shipping and handling costs. Any System component that is provided to the Department must have all the same functionality as the original System component. WRITTEN MATERIALS & TRAININGBidders must provide written materials to ensure Department staff fully understand and are able to properly operate the Systems without assistance from the Bidder or a third party. Written materials must be in the form of a user manual, operating manual, or some alternative multimedia format (e.g., videos, screen capture media, PowerPoint presentations).Bidder shall also provide on-site instruction to Department personnel in the safe operation of the Systems and any individual component thereof, including any optional accessory equipment or feature.
