Description

The City of Biggs is soliciting proposals from qualified firms to provide a turnkey Advanced Metering Infrastructure (AMI) system for the City's municipal electric and water utilities. The selected contractor will be responsible for all aspects of the project, including supply of electric meters and water meters and endpoints, design and installation of the AMI communications network, implementation of AMI head-end software, integration with the City's customer information/billing system, field installation and testing, customer notifications, training, and ongoing support and warranty services. The City is seeking to modernize its metering infrastructure to improve operational efficiency, enhance data availability, reduce manual meter reading, and improve customer service and system reliability. Some key features of the proposed solution include remote meter reading, reduction in meter reading labor costs, enhanced outage detection and service restoration, leak detection and conservation programs, customer portal access to consumption data, and integration with existing customer information and billing systems. • The City owns and operates municipal electric and water utilities serving approximately 771 electric customers and 735 water customers within the City limits. • The City's current metering infrastructure consists of aged radio read digital meters. • The City is seeking a cost-effective and scalable solution appropriate for a small municipal utility. • The selected contractor shall serve as the single point of responsibility for delivery of a fully functional and integrated AMI system. • The contractor will be responsible for coordination and performance of all subcontractors, equipment suppliers, and components. • The City reserves the right to increase or decrease quantities based on final field verification prior to contract execution.

Budget estimate

$2,000,000 – $5,000,000

Based on the scope of work, which includes the supply and installation of approximately 1506 meters, design and installation of the AMI communications network, implementation of AMI head-end software, integration with the City's customer information/billing system, field installation and testing, customer notifications, training, and ongoing support and warranty services, the estimated budget for this project could be in the range of $2 million to $5 million. This estimate takes into account the costs of equipment, labor, and services required to deliver a fully functional and integrated AMI system. The actual budget may vary depending on the proposer's pricing strategy, the complexity of the project, and the City's budget.
