ADMINISTRATIVE AGENT FOR AFFORDABLE HOUSING

The Township of Toms River is seeking proposals for an Administrative Agent to maintain compliance with the rules as promulgated by the Council on Affordable Housing (COAH), Fair Share Housing Center, Fair Housing Act (FHA), Section 348-11 of the Township Ordinance, and the State of New Jersey. The selected Administrative Agent shall administer the affordable housing units, perform the duties and responsibilities of an administrative agent as are set forth in the Uniform Housing Affordability Controls (UHAC). Key responsibilities include: • Advertising, income qualifying low- and moderate-income households • Placing eligible households in low- and moderate-income units upon initial occupancy • Continuing to qualify households for reoccupancy of units as they become vacant • Enforcing the terms of the deed restriction • Providing counseling services to low- and moderate-income applicants • Working with and collaborating with the Council on Affordable Housing (COAH), Fair Share Housing Center, Township and the State of New Jersey representatives • Tracking the progress of affordable housing, fielding inquiries regarding affordable housing from the public and COAH, and complying with COAH monitoring and reporting requirements The contract shall be in effect from the Date of Award for a period of twelve (12) consecutive months.
