Description

The Washington County Board of County Commissioners is seeking proposals from qualified firms to provide valid and cost-effective projects that will reduce the County’s impervious acreage to satisfy the Municipal Separate Storm Sewer System (MS4) Permit. The projects must be completed by December 31, 2028. The County is looking for proposals in two categories: Category A for Upland Best Management Practices and Category B for Alternative Best Management Practices, including Riparian Forest Planting, Stream Restoration, and Outfall Stabilization. The proposals must include all work and services by the Offeror, including planning, design, easements, permitting, construction, and maintenance until project certification and completion of the guarantee period. The County will evaluate the proposals based on the Offeror's qualifications, experience, and price submission. • The project must be located in Washington County, outside of the municipalities of Hagerstown, Boonsboro, Williamsport, and Smithsburg. • The project must minimize impacts to natural resources within the specific project site, including existing trees and plantings. • The project must be designed and constructed to minimize the Limits of Disturbance (LOD), including LOD needed solely for construction access or maintenance of stream flow. • The Offeror must obtain legally binding permanent stormwater easement(s) or an alternative, perpetual agreement(s) to cover the proposed project. • The Offeror must demonstrate technical and management competency, capabilities, experience, and resources necessary to perform its obligations as described in the solicitation. • The Offeror must have at least five years of experience in water quality improvement design and construction for the type of work indicated in the proposal.

Budget estimate

$5,000,000 – $20,000,000

The budget for this opportunity can be estimated based on the project costs and the number of impervious acre credits provided. The County is seeking projects that can provide 250 to 300 impervious acre credits, and the individual project cost must not exceed $1,000,000 for Category A and $2,000,000 for Category B. The cost per impervious acre credit can vary depending on the project, but a rough estimate can be made based on the cost breakdown provided in the proposal. Assuming an average cost per impervious acre credit of $50,000, the total budget for a project providing 250 impervious acre credits would be $12,500,000. However, this is a rough estimate and the actual budget can vary depending on the project specifics and the County's evaluation of the proposals. The budget range can be estimated as follows: Low: $5,000,000 (assuming a lower cost per impervious acre credit and a smaller project scope) High: $20,000,000 (assuming a higher cost per impervious acre credit and a larger project scope)
