Description

Pierce County is issuing a Request for Information (RFI) to learn about the capacity of organizations or project teams to operate tiny‑home villages and other non‑congregate transitional housing, and to optionally participate in site identification and development. The County seeks details on operating models, supportive service offerings, target populations, cost structures, funding sources, and feasibility of various site sizes (5‑60 units). Responses will inform future procurement strategies but will not be scored or result in an immediate contract award. • Target audience: housing providers, property managers, behavioral‑health agencies, workforce‑development groups, justice‑involved service providers, faith‑based and tribal entities. • Scope of work: day‑to‑day operations (staffing, intake, maintenance, security, meals, transportation, etc.) and coordinated supportive services (case management, behavioral health, re‑entry, employment, benefits enrollment, life‑skills). • Optional development role: identify sites, develop County‑provided property, or join a development team; site requirements include utilities, hygiene facilities, community spaces, emergency access, and proximity to transit and services. • Project scale: pilots of ~5‑10 units up to villages of 25‑60 units. • Timeline: RFI released 9 Sept 2026; questions due 23 Sept 2026 (4:30 PM); answers 25 Sept 2026; response submission due 30 Sept 2026 (2:00 PM). • Submission: electronic via Pierce County e‑procurement portal; questionnaire must be completed and uploaded. • No funding or contract award is guaranteed; the RFI is purely informational. • Primary contact: Anne Marie Edmunds, Procurement & Contract Specialist.

Budget estimate

$500,000 – $3,000,000

The RFI does not disclose any contract value. However, similar municipal contracts for operating small to medium‑size transitional housing villages typically range from a few hundred thousand dollars to several million dollars per year, depending on the number of units (5‑60), the intensity of supportive services, and whether the vendor also handles site development. Assuming an average operating cost of $10,000‑$20,000 per unit per year plus overhead for service coordination, a 10‑unit pilot could be valued around $150,000‑$300,000, while a 50‑unit village could reach $1.5‑$3.0 million annually. Therefore a reasonable estimate for the potential award is $500,000 to $3,000,000 per year.
