Description
The Palm Beach County Board of County Commissioners is seeking a qualified professional consulting firm to conduct a comprehensive Fee Study and Pay Analysis covering all fees assessed by the Planning, Zoning and Building Department. The objectives of this engagement are to evaluate existing department fees, compare them with peer counties and jurisdictions, assess whether current fees reasonably recover the cost of providing services, analyze employee pay and staffing costs, ensure compliance with Florida Statutes and Palm Beach County Code, promote transparency and equity, and support long-term operational and financial sustainability. The selected proposer will provide services for a 12-month period with a possible 12-month renewal option.
Some key points to consider include:
• The proposer must have demonstrated experience in supplying such services and meet all criteria/requirements identified in the RFP.
• A mandatory pre-proposal conference will be held on May 22, 2026, at 10:00 a.m. local time.
• Proposers must submit one unbound original, seven bound copies, and one electronic copy of the complete proposal by June 23, 2026, 4:00 p.m. local time.
• The evaluation criteria include experience/qualifications, project approach/understanding, key personnel and operations, price proposal, small business enterprises, and business location/local preference.
