Description
The Los Angeles Housing Department is seeking proposals for the provision of Housing Management Information System (HMIS) and Central Coordinating Agency (CCA) services. The HMIS will provide a web-based software as a service for HOPWA's housing management information system, while the CCA will operate the Short-Term Rent, Mortgage, and Utility (STRMU) and Permanent Housing Placement (PHP) delivery programs. Proposers may apply to one or both of the program categories. The contract term will be for one year with options to extend for up to four additional one-year terms.
Key features of the HMIS include:
* Ensuring client privacy and HIPAA compliance
* Providing client intake and update functionality
* Recording and tracking referral data
* Providing integrated mobile devices
* Providing document and file uploading capability
* Creating and modifying client assessment forms
* Matching eligible clients with appropriate housing and service resources
* Preparing Housing Assistance Payment Contracts and unit inspection reports
* Providing batch entry functionality and streamlined printing of individual client records
Key features of the CCA include:
* Providing fiscal management of the STRMU/PHP programs
* Verifying client eligibility and developing written policies and procedures
* Maintaining a phone and email address dedicated to referrals
* Conducting regular trainings for Regional Office staff
* Coordinating with Regional Offices to ensure client files are accurate and up to date
* Tracking clients to ensure programs are accessed within time limit parameters
* Developing and monitoring Memoranda of Understanding with Regional Office housing case managers
* Issuing quarterly reports to LAHD on usage of the programs
