Description
The City of New Rochelle is seeking proposals to operate the First Source Referral Center, which aims to coordinate employment referrals and facilitate gainful employment for the city's residents. The selected entity will be responsible for establishing a network of local worker referral sources, providing job readiness services, and developing relationships with multiple sources in and around New Rochelle to maintain a pipeline of employment opportunities. The entity will also be required to provide retention services to support and guide residents once employment is attained.
• Establish a network of local worker referral sources serving New Rochelle residents and employers
• Provide job readiness services, including employment assessments, case management, and referrals to internal and external training opportunities
• Develop relationships with multiple sources in and around New Rochelle to maintain a pipeline of employment opportunities
• Provide retention services to support and guide residents once employment is attained
• Operate the First Source Referral Center facility as a steward for the City of New Rochelle
• Maintain records of referrals to employers by referral sources and hiring decisions by employers
• Establish KPIs and report to the City monthly, with annual written reports on program operation and capacity and needs of workforce development sources serving New Rochelle
