RFP Water & Sewer After Hours Emergency Call Services

The City of O'Fallon, Missouri is seeking proposals from qualified telephone answering service providers to provide after-hours call handling services for water and sewer emergencies. The services are needed Monday through Friday from 5:00 p.m. to 8:00 a.m., on weekends, and during scheduled holidays. The successful respondent will be responsible for establishing the validity of the concern, the urgency of the concern, and providing on-call City employees with the details necessary to understand the type of concern and its approximate location. Key highlights of the Request for Proposal (RFP) include: * Proposal submission deadline: December 9, 2025, at 12:00 P.M. CST * Proposals must be sealed and submitted to the Purchasing Office * The City reserves the right to reject any or all proposals and to award the contract in any manner deemed in the best interest of its citizens * The contract will be for a one-year period, with the option to renew for four additional one-year periods * The successful bidder will be required to provide a signed contract agreement and current certificate of insurance before the City will issue the Notice to Proceed The City is looking for a provider that can: * Handle after-hours calls in a professional and efficient manner * Establish the validity and urgency of the concern * Provide on-call City employees with the necessary details to respond to the concern * Comply with all applicable laws and regulations, including those related to non-discrimination and E-Verify The evaluation criteria for the proposals will include: * Qualifications and experience of the provider * Ability to meet the City's requirements and needs * Pricing and cost-effectiveness * Compliance with all applicable laws and regulations The City reserves the right to negotiate costs and to make modifications to the initial proposals.
