Lee Hall WTP Granular Activated Carbon Pilot

The City of Newport News is seeking bids from qualified firms to furnish and install Granular Activated Carbon media in one gravity filter at Lee Hall Water Treatment Plant. The project aims to validate the effectiveness of the proposed treatment approach in meeting federal regulatory requirements for PFAS. The scope of work includes demolishing and disposing of existing sand and anthracite media, and installing the procured Granular Activated Carbon media. The project has a timeline of 120 days for substantial completion and 30 days for final completion. The bid must include all materials, supervision, labor, and equipment in strict accordance with the contract documents. • The project requires the bidder to have experience in similar construction work and to provide evidence of five separate, substantially similar installations that have been in satisfactory operation for at least 5 years. • The bidder must also provide a Financial Summary, insurance certificates, and endorsements, and comply with the City's insurance requirements. • The City reserves the right to reject any or all bids and to waive informalities prior to making the award. • The bid must be submitted via the City's e-Procurement Portal, OpenGov Procurement, and must be received no later than the specified deadline.
