EM Johnson WTP

The City of Raleigh Public Utilities Department seeks a qualified vendor to supply liquid oxygen (LOX) and provide lease, installation, and ongoing maintenance of LOX storage and vaporization equipment for the EM Johnson Water Treatment Plant. The contract will run for five years, with fixed pricing for LOX (subject to a maximum 2% annual increase) and monthly lease fees for tanks and associated equipment. The vendor must ensure continuous LOX delivery, remote tank monitoring, rapid leak response, and compliance with stringent chemical and safety specifications. • Supply up to 1,800,000 lbs of liquid oxygen annually (≈90,000–225,000 lbs per month). • Provide and lease two 9,000‑gallon vertical LOX tanks, vaporizers, block heaters, piping, gauges, and SCADA instrumentation. • Install equipment, submit an installation plan, and maintain the system for the contract term. • Deliver LOX with price locked for one year; annual price adjustments limited to 2% with documentation. • Provide 24‑hour leak repair response and a dedicated maintenance technician contact. • Submit required certifications, affidavits of compliance, and laboratory reports for each delivery. • Respond to the RFP by December 7, 2026 (3:30 PM EST) with both hard‑copy and electronic PDFs.
