Description
The County of Gwinnett is seeking a single vendor to design, host, and operate a cloud‑based short‑term‑rental (STR) licensing and monitoring system for unincorporated areas. The solution must include a public‑facing portal for owners to apply for, renew, and pay for licenses; a back‑office interface for County staff; automated outreach (phone and mailed notices) to unlicensed owners; GIS‑based mapping of licensed and unlicensed STRs; and monthly analytics and reporting. Security must meet SOC 2 Type II, AD/MFA, encryption, audit‑log streaming, and all data must reside in the United States. The vendor retains 100 % of the license fees as compensation and must provide the system live by 14 January 2027.
• Provide a turnkey SaaS portal (application, renewal, payment processing) with PCI‑DSS‑compliant gateway.
• Conduct continuous monitoring of major STR platforms (Airbnb, VRBO, Booking.com) and generate GIS‑enabled maps for County staff.
• Deliver monthly reporting on applications, issuances, renewals, revenue, response times, and upcoming expirations.
• Meet strict security, accessibility, and branding requirements; support mobile‑responsive design; and supply up to five named user accounts for County staff.
