PHOENIX DEER VALLEY AIRPORT TAXIWAY C RECONSTRUCTION AND STRENGTHENING 2-STEP CMAR

The City of Phoenix is seeking a qualified Construction Manager at Risk (CMAR) to provide preconstruction services and complete construction services for the Phoenix Deer Valley Airport Taxiway C Reconstruction and Strengthening project. The selected CMAR will work as a team with the designer of record and City staff to ensure an efficient design approach for the project. The project involves reconstructing and strengthening Taxiway C, including upgrading taxiway lights and signs using LED technology. The CMAR will be responsible for construction means and methods and will be required to solicit bids from prequalified subcontractors. The project is expected to be completed in multiple phases, contingent on available grant funding. • The project has an estimated construction cost of $15 million. • The CMAR will begin with preconstruction services and assume the risk of delivering the project through a Guaranteed Maximum Price (GMP) contract. • The CMAR will be responsible for self-performing a minimum of 45% of the construction work as measured by total contract price for construction. • The project will involve reconstructing and strengthening Taxiway C, including upgrading taxiway lights and signs using LED technology. • The CMAR will be required to maintain all project records in electronic format and utilize the City's ASP web-based project management database. • The CMAR will be required to comply with Federal Davis Bacon and Related Acts, Buy American preferences, and Equal Employment Opportunity requirements.
