The Town of Sahuarita, AZ, is seeking qualified consulting firms to provide on‑call professional services supporting its Parks & Recreation program. The contract will be a one‑year on‑call agreement (with up to four optional one‑year renewals) under which individual task orders will be issued for specific planning, analysis, technology assessment, stakeholder engagement, and implementation‑roadmap work. Proposals must be submitted electronically via the Euna (Bonfire) portal by October 27, 2026. The scope includes developing a ten‑year capital improvement plan, updating the Recreation Area Plan with developer‑participation frameworks, assessing recreation technology and data systems, designing community engagement processes, and producing an integrated implementation roadmap. Deliverables must be provided in editable electronic formats so the Town can maintain and update the tools after contract completion. • Develop a Ten‑Year Parks & Recreation Capital Improvement Plan with cost estimates, prioritization methodology, and funding strategies. • Update the Recreation Area Plan and create a developer‑participation framework (land dedication, fee structures, credits). • Conduct a technology, data, and organizational capacity assessment of current recreation systems (e.g., CivicRec). • Design and facilitate stakeholder‑engagement activities (workshops, surveys, public meetings). • Produce a coordinated implementation roadmap linking capital, development, funding, staffing, and technology considerations. • Deliver all reports, models, spreadsheets, and tools in editable formats for ongoing Town use.
