The County of Atlantic is rebidding a two‑year, county‑wide security‑services contract that will staff front‑desk, patrol, armed‑guard, and special‑event positions at more than 20 county facilities, including the County Office Building, Meadowview Nursing Home, Shoreview, Stillwater Clinic, Family & Community Development sites, the Animal Shelter, Workforce Development Board, and various other county locations. Bidders must submit hourly rates for each line‑item, meet extensive licensing, bonding, insurance, and certification requirements, and provide a 10 % bid bond (capped at $20,000) and a performance bond equal to the contract sum. The contract includes mandatory hourly premiums for supervisors, penalties for missed alarm responses, and liquidated‑damage charges for late arrivals. All officers must hold NJ security licenses, background clearances, CPR/AED certification, and (for armed posts) a handgun carry permit.
• Provide uniformed security personnel (armed & un‑armed) for 28 distinct posts, totaling approximately 68,700 service hours over the contract term.
• Submit detailed hourly rates per post; supervisors must be paid at least $0.75/hr more than un‑armed staff or a minimum of $9.50/hr.
• Demonstrate compliance with NJ statutes: licensing, workers’ compensation, NJ Business Registration, insurance limits (minimum $1 M per occurrence, $2 M aggregate), and mandatory equal‑employment‑opportunity reporting.
• Deliver required documentation: bid bond, consent of surety, ownership disclosure, addenda acknowledgment, non‑collusion affidavit, affirmative‑action certification, and Iran/Russia‑Belarus disclosure forms.
