Description

The U.S. Navy is seeking a contractor to produce a marketing video for the Naval Medical Research Unit (NAMRU) with filming locations at Fort Sam Houston, Texas and Joint Base Elmendorf, Alaska. The effort includes pre‑production scripting, two‑day on‑site meetings in each location, four full production days (two per site), travel, post‑production editing, DVD master creation, and digital delivery of final assets. The contractor must provide a four‑person crew, handle all DVD authoring, and deliver both electronic and physical media. The contract is firm‑fixed‑price with four milestone payments (pre‑production scripting, pre‑production final script, field production, post‑production). The performance period is 12 months, with flexibility on travel scheduling and equipment choices (e.g., motorized slider accepted). The government supplies a hard‑drive for raw footage and may provide stock footage links. • Filming at two sites: Fort Sam Houston, TX and Joint Base Elmendorf, AK • 2‑day pre‑production script meetings per site (travel included) • 4 full production days (2 per site) plus travel days (minimum 8 LOE per crew) • 4‑person crew (Director, Camera Operator, Audio/Grip, Electrician/Grip) • Deliverables: 1080 HD video, optional 4K, DVD masters (5 captioned copies), digital files (wmv/mov), and secure online streaming links • Milestone invoicing: pre‑production, field production, post‑production, final delivery • Government‑furnished hard drive (Mac‑formatted) and base‑access escorts • Contract type: Firm‑fixed‑price, 12‑month performance period

Budget estimate

$200,000 – $500,000

No budget is disclosed in the solicitation. Based on a 4‑person crew, two travel legs (TX ↔ AK), equipment rental, DVD production, and a 12‑month performance window, a typical government video production of this scope ranges from low‑hundreds of thousands to mid‑hundreds of thousands of dollars. Assuming daily rates of $1,200‑$1,800 per crew member, travel/lodging costs, post‑production editing, and deliverable manufacturing, the total contract value is estimated between $200,000 and $500,000. Factors influencing the final amount include the level of graphics (30% graphics requirement), optional 4K capture, and any additional stock‑footage licensing.
