Notice of Intent to Sole Source: Interactive Data Language (IDL) Unlimited Licenses, Software, and Maintenance

The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate a sole source contract with NV5 Geospatial Solutions, Inc. for the renewal and expansion of Interactive Data Language (IDL) software licenses, including maintenance and support. IDL is a proprietary programming language and environment used by NOAA to support critical missions involving complex data visualization. The current contract expires on May 31, 2026, and continued access to this specific software is required to maintain operational continuity and support existing scientific workflows. • The contract is for the renewal and expansion of IDL software licenses, including maintenance and support. • The contract will be made under the authority of FAR 13.501(a), which implements 41 U.S.C. 1901, Simplified Procedures for Certain Commercial Products and Commercial Services. • NV5 Geospatial Solutions, Inc. is the sole developer and proprietary owner of the IDL software. • Interested parties may identify their interests and capability to respond to this requirement, but any response must show clear and convincing evidence that competition would be advantageous to the Government.
