The United States Air Force School of Aerospace Medicine Epidemiology Laboratory (USAFSAM/PHE) at Wright‑Patterson AFB, Ohio, is seeking a single‑source award for a commercial off‑the‑shelf (COTS) laboratory middleware platform. The contractor will provide the software license, implementation services, initial training, and a full year of support and maintenance. The middleware must integrate multiple diagnostic instruments (ASI Evolution, Luminex Magpix, Agilent 6495D LC/MS) with the Defense Health Agency’s MHS GENESIS electronic medical record, support bidirectional HL7/ASTM communication, provide a robust rules engine for auto‑verification, comprehensive quality‑control modules, and meet DoD cybersecurity (RMF/ATO) requirements. Delivery and initial configuration must be completed within 90 days of contract award, with 24/7/365 technical support thereafter.
• Scope: Software licensing, system installation, driver configuration, rules‑engine setup, interface testing, validation assistance (CAP/CLIA), and training for at least two lab staff.
• Performance period: 12‑month firm‑fixed‑price contract.
• Technical requirements: Windows 10/11 or Server 2019/2022, high‑availability (99% uptime), relational database, role‑based access, HL7 v2.x, ASTM, TCP/IP, RS‑232 interfaces.
• Support: 24/7 critical issue response (≤2 hr), routine support during business hours, all updates and patches at no extra cost.
