The Interior Business Center, Acquisition Services Directorate is seeking appraisal services for two non-contiguous parcels, BLK (171C4 and 171C5) Green, K. The successful contractor will be required to identify the larger parcel, or larger parcels, which satisfies the tests of unity of title, unity of highest and best use, and contiguity/proximity as it relates to the highest and best use. The contractor must conduct all research necessary for a well-supported larger parcel conclusion presented in the appraisal.
Some key points to consider:
• The appraiser must identify any and all additional lands contiguous or proximate to the subject property having unity of ownership/title in conjunction with unity of highest and best use/integrated use for the purposes of determining the larger parcel(s).
• The contractor will be required to comply with the added clause 52.222-90, which addresses DEI discrimination by federal contractors.
• The contractor must report any subcontractor's known or reasonably knowable conduct that may violate the clause to the Contracting Officer and take any appropriate remedial actions directed by the Contracting Officer.
