Description

The Idaho Department of Health & Welfare is seeking a contractor to provide comprehensive controlled‑substance and alcohol testing services for families in Region 1 (Kootenai, Bonner, and Shoshone counties). The work includes operating brick‑and‑mortar testing facilities in each county, performing a broad panel of urine, saliva, hair, and surface‑swab drug and alcohol tests, delivering results within strict turnaround times, providing translation/interpretation services, handling sample retention, and supplying up to two expert witnesses for court testimony. Bidders must submit a fixed‑unit cost schedule, meet extensive insurance and background‑check requirements, and comply with ADA, HIPAA, and other regulatory standards. • Operate and staff three separate testing facilities (one per county) within 15 mi of designated DHW offices. • Perform a full drug‑and‑alcohol testing panel, including GC/MS confirmations, with results delivered in 2–5 business days. • Provide 24‑hour notification of no‑shows/refusals, 24‑hour translation for non‑English families, monthly statistical reporting, and a quality‑assurance plan within 30 days of contract start.

Budget estimate

$2,000,000 – $5,000,000

No contract value is disclosed, but a five‑year, multi‑site laboratory services contract with three facilities typically ranges from low‑mid millions to several millions of dollars nationally. Assuming an average per‑unit cost of $30,000–$80,000 per year per location (including staffing, equipment, and overhead) yields a total contract value roughly between $2 million and $5 million over five years. Factors influencing the range include the volume of tests, the inclusion of mobile and expert‑witness services, and the high insurance limits required.
