OCC-26-182 Enbridge Cost of Service & Revenue Allocation Expert

The Office of the Ohio Consumers’ Counsel (OCC) is seeking a Cost of Service and Revenue Allocation Expert to provide technical assistance in determining the appropriate cost of service study, revenue allocation, and rate design for residential customers of The East Ohio Gas Company d/b/a Enbridge Gas. The expert will review and analyze materials filed by Enbridge and other parties, propose alternative cost of service study and revenue allocation results, and provide technical support for the discovery process. The selected Offeror will be required to submit a proposal that includes a work plan, personnel profile summaries, references, and a cost summary. Key aspects of the job include: • Review and analysis of cost-of-service studies and revenue allocation • Proposal of alternative cost of service study and revenue allocation results • Technical support for the discovery process • Analysis of background materials and rate structure for residential customers • Coordination with OCC's development of issues in the proceeding • Testimony and presentation of results at a hearing
