Comprehensive Serials Services

Virginia Tech, on behalf of the Virginia Association of State College and University Purchasing Professionals (VASCUPP) consortium, is seeking proposals to establish one or more contracts for comprehensive serials services. The contractor will manage the full lifecycle of print, online, and other‑format serial subscriptions—including ordering, renewals, cancellations, claims handling, invoicing, and reporting—for Virginia Tech and its partner institutions. Proposals will be evaluated on technical quality, qualifications, methodology, price, and SWaM participation, with award to be negotiated after the sealed‑bid deadline. • Provide end‑to‑end subscription management for a large, mixed‑format portfolio (≈ 200 titles listed in Addendum 1). • Meet strict service standards: order acknowledgment within 2 business days, access to online titles within 10 business days, print delivery within 8–10 weeks, and timely claims processing. • Deliver detailed monthly and ad‑hoc reports, maintain an online catalog with EDI integration to university library systems, and support invoicing (primary + supplemental). • Must disclose any conflicts of interest per Virginia Code 2.2‑3109 and indicate SWaM certification status.
