HUMAN RESOURCES DIGITAL ARCHITECTURE AND PROCESS DISCOVERY SERVICES

The County seeks an independent, vendor‑neutral consulting firm to assess and redesign its human‑resources and civil‑service processes, producing a future‑state digital architecture that aligns with ongoing SAP S/4HANA Cloud and SuccessFactors implementations and the OnBase ECM platform. The effort is limited to analysis, design, and documentation—no software development or implementation. Deliverables include current‑state process maps, future‑state architecture diagrams, integration and security frameworks, an implementation roadmap, and a final knowledge‑transfer report. The work will be performed primarily remotely with on‑site interviews and a final close‑out session in Erie County. • Produce end‑to‑end process maps and gap analysis for all HR/civil‑service functions. • Design a vendor‑neutral digital architecture (systems‑of‑record, data flows, integration, security, workflow). • Deliver a phased implementation roadmap aligned with the County’s ERP/HCM modernization schedule.
