Description
The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires a commercial, off-the-shelf, web-based, electronic subscription to the full-text publications of scientific journals included in the Ovid Core Biomedical journal package. The contractor shall provide all sites on the VHA network with access to a single online, web-based subscription to the Ovid Core Biomedical Collection, which includes access to various scientific journals. The subscription shall have no embargo period, and content shall be updated on a continuous, incremental cycle. The contractor shall also provide authentication through IP address validation on an enterprise basis and LibLynx access, or through a single sign-on federated authentication.

• Unlimited enterprise-wide access with no geographic or concurrent user limitations
• Full-text articles available in PDF format
• Access to online-only supplements and images
• Nationwide tech/customer support with a single point of contact
• Usage statistics available at an IP and enterprise level
• Product conforming to 36 CFR 1194.1, with a VPAT/Accessibility Conformance Report or remediation plan
The project duration is 1 year, with an option to extend services. The contractor shall provide the subscription services in accordance with the terms and conditions specified in the contract.
