Development Feasibility Advisory Services for Redevelopment of Baptist Hospital Legacy Campus

The City of Pensacola is seeking a Development Feasibility Advisor to assess the financial viability of redeveloping the Baptist Hospital Legacy Campus. The selected firm will serve as the City's prime master planning and financial feasibility consultant and will be responsible for evaluating site conditions, surrounding land uses, and market demand to produce an implementable master plan with a supporting financial framework. The advisor will work in direct coordination with the Community Engagement Lead and Community Benefits Lead and will incorporate documented public input and stakeholder feedback into all planning scenarios and final recommendations. • The advisor will evaluate site conditions, surrounding land uses, applicable zoning and regulatory constraints, infrastructure and access considerations, market demand, financial feasibility, and redevelopment opportunities. • The advisor will produce an implementable master plan with a supporting financial framework for the property. • The advisor will work in direct and ongoing coordination with the Community Engagement Lead and Community Benefits Lead. • The advisor will incorporate documented public input, stakeholder feedback, and City policy direction into all planning scenarios and final recommendations.
