Description

The State of Colorado, through the Colorado Energy Office (CEO), is seeking a qualified respondent to design and implement a pilot project that provides discounted public Electric Vehicle (EV) charging for income-qualified EV drivers living in multi-family housing without access to home charging in Colorado. The selected respondent will be responsible for conducting community outreach, designing a pilot program, recruiting participants, and administering the program. The pilot program aims to test a new business model that decreases fuel costs for low-income residents who live in multi-family housing. The key tasks include: • Conducting community outreach to gather input from potential pilot participants • Designing a pilot program based on the community outreach • Recruiting eligible participants for the pilot program • Administering the pilot program, including distributing incentives, monitoring usage, and collecting data The respondent must demonstrate a minimum of two years' experience supporting lower-income and income-qualified individuals in adopting EVs and/or clean energy. The budget for this project is $100,000, and the anticipated term of the purchase order is expected to begin as soon as a State-issued purchase order is in place and is not expected to go beyond June 30, 2027. Some of the key deliverables include: • A finalized plan for community outreach • A finalized pilot program design • Monthly reports and invoices • A final report that includes all raw and cleaned data The State is looking for a respondent who can provide a comprehensive and well-structured approach to designing and implementing the pilot program, with a focus on community-centered research and outreach. • Community outreach and engagement • Pilot program design and development • Program administration and management • Data collection and analysis The ideal respondent will have experience in working with low-income communities, designing and implementing pilot programs, and administering complex projects. They will also have a strong understanding of the EV industry and the challenges faced by low-income residents in accessing EV charging infrastructure.
