Arizona Department of Transportation is seeking a vendor to produce and deliver secure Certificate of Title documents for motor vehicles. The contract requires the use of 24‑28 # security paper with specific watermarks (two‑dimensional multitonal “Fourdinier” or three‑dimensional cylinder‑mold), integrated security threads, fluorescent fibers, and specialized inks (iridescent, thermochromatic, and fluorescent). Production facilities must be monitored 24/7/365 per NASPO ISO 14298, with sealed transportation and tamper‑evident packaging. Approximately 3 million titles per year are needed, shipped in 2,000‑sheet cartons, with a minimum inventory of 180 days or 1.5 million titles stored in a secure, climate‑controlled vault in Arizona. All delivered certificates will undergo a complete inspection by the Department/MVD.
