The City of Rocky Mount is seeking a consultant to develop a Comprehensive Multi-Modal Metropolitan Transportation Plan. The plan should guide coordinated, long-range transportation planning consistent with federal and NCDOT requirements. The consultant will be responsible for preparing the 2055 Metropolitan Transportation Plan, which will serve as the federally-required, fiscally constrained long-range transportation plan for the MPO planning area. The plan should address a minimum 20-year planning horizon and incorporate both long-range and short-range multimodal strategies to meet current and future transportation demand.
Some key elements of the plan include:
* A description of the metropolitan planning area and its transportation issues
* A description of the performance measures and performance targets used in assessing the performance of the transportation system
* A system performance report and subsequent updates evaluating the condition and performance of the transportation system
* A financial plan that demonstrates how the adopted MTP can be implemented
* A discussion of types of potential environmental mitigation activities and potential areas to carry out these activities
* A description of the results of the congestion management process in TMAs, including the identification of SOV projects that result from a congestion management process in TMAs that are nonattainment for ozone or carbon monoxide.
