The State of South Carolina is establishing a statewide term contract for Barracuda‑branded cybersecurity solutions, covering software, hardware appliances, and associated professional services. The contract is mandatory for all state agencies and optional for local public‑procurement units, with a one‑year initial term and up to four one‑year renewal options (maximum five‑year duration). Offerors must be authorized Barracuda Preferred or Premiere partners, provide a single percentage discount off the Barracuda MSRP for ten product categories, and meet extensive security, insurance, and staffing requirements, including a 24‑hour help desk and a 4‑hour on‑site response capability statewide. The award will be based on the lowest responsible and responsive bid; up to three vendors may be awarded.
• Scope includes BarracudaOne platform, Email Protection, Data Protection, Managed XDR, Application Protection, Network Protection, AI‑driven security, Ransomware Protection, maintenance, and installation services.
• Mandatory compliance with FedRAMP, FISMA, and NIST frameworks; completion of a detailed Service Provider Security Assessment Questionnaire.
• Vendor must submit a signed cover page, weighted bid schedule (Attachment A), MSRP list (Attachment B), and a current Letter of Authorization from Barracuda; all offers must be entered in the online portal by 11:00 AM EST on 15 Sep 2026.
• Contract includes a 1.25 % administrative services fee paid quarterly, insurance requirements (≥ $1 M CGL, $3 M cyber liability), and a 2 % withholding tax for non‑resident vendors.
