Construct Ground Based Strategic Deterrent Consolidated Maintenance Facility, F.E. Warren Air Force Base, Wyoming

The U.S. Army Corps of Engineers Omaha District is soliciting comments from the construction community regarding the potential use of Project Labor Agreements (PLA) for a large-scale construction project. The project involves the construction of a 188,000 SF maintenance facility at F.E. Warren Air Force Base, Wyoming. The facility will include offices, maintenance, and High Bay areas, and will require the contractor to provide a complete facility and warranty based on the Request for Proposal (RFP). The project will comply with all applicable Department of Defense (DoD), Air Force, and base design standards. • The project includes a two-story facility with reinforced concrete foundations, steel frame, precast concrete, and exterior metal paneling. • The project requires the use of local materials and construction techniques where cost-effective. • The project must comply with DoD antiterrorism/force protection requirements and include cybersecurity measures. • The project will use a design-bid-build (DBB) project delivery method. • The contractor must build facilities as permanent construction in accordance with the DoD UFC 1-200-01 and UFC 1-200-02.
