Description

The Southwestern Virginia Mental Health Institute (SWVMHI) seeks qualified contractors to provide 24 / 7 non‑emergency ambulance transportation services, including both Basic Life Support (BLS) and Advanced Life Support (ALS) capabilities. The contract will be a term agreement covering all medical transport needs for patients traveling to out‑of‑town destinations, to Smyth County Community Hospital, and other authorized locations. All services must adhere to CMS guidelines and the contract is set‑aside for small‑business priority bidders. • Provide BLS and/or ALS ambulance transport on a cost‑plus‑mile basis after the first two miles. • Perform scheduled trips to Smyth County Community Hospital with a per‑trip rate. • Maintain compliance with Medicare‑Medicaid regulations and state‑wide health‑service standards. • Offer continuous (24 h × 7 d) availability for SWVMHI patients. • Small‑business set‑aside prioritizes eligible vendors.

Budget estimate

$500,000 – $2,000,000

Based on typical county‑wide non‑emergency ambulance contracts, annual spend ranges from roughly $500 K for limited mileage and trip volume up to $2 M for full‑service 24/7 coverage with ALS capability. The estimate reflects mileage reimbursements, per‑trip rates, and the small‑business set‑aside which may limit the pool of bidders, potentially affecting pricing.
