E2290300 Quartz Creek to Sterling T-Line Rebuild Phase 2

The project involves upgrading an existing 115 kV transmission corridor near Sterling, Alaska, to 230 kV standards. Work includes installing new steel H‑frame and pole‑angle structures, replacing conductors with 795 kcmil ACSR “Drake”, and adding OPGW fiber‑optic cable alongside an overhead ground wire. The contractor must deliver detailed construction schedules, provide required bonds and insurance, and coordinate outages and site locates with Chugach. • Re‑build 18.5 mi of transmission line to 230 kV, using steel H‑frames and steel‑pole angles with direct‑embed or pipe‑pile foundations. • Replace existing wood‑H‑frame/wood‑pole structures and 556.5 kcmil ACSR “Dove” conductors with 795 kcmil ACSR “Drake” conductors. • Install OPGW fiber‑optic cable in shield‑wire position on one side of each structure, and a 7/16‑in. EHS OHGW on the opposite side. • Provide as‑built drawings, warranties, and meet all safety, insurance, and bonding requirements; begin work within 30 days of NTP and complete by June 30 2027.
