Description

The City of Pensacola is seeking a Development Feasibility Advisor to assess the financial viability of redeveloping the Baptist Hospital Legacy Campus into a mixed-income, mixed-use community. The selected firm will serve as the City's prime planning and financial feasibility consultant and will be responsible for evaluating site conditions, surrounding land uses, applicable zoning and regulatory constraints, infrastructure and access considerations, market demand, financial feasibility, and redevelopment opportunities. The firm will also be responsible for securing a qualified Community Engagement Lead and Community Benefits Lead as part of their project team. The scope of work includes: • Conducting community engagement and outreach activities to gather input from residents and stakeholders • Developing a master plan and financial framework for the redevelopment of the site • Evaluating the financial feasibility of different redevelopment scenarios • Identifying community benefit priorities and principles and defining implementation strategies • Coordinating and integrating the findings of the Community Engagement Lead and Community Benefits Lead into the overall project delivery The City is committed to a community-first process and is seeking a firm that can work collaboratively with residents, stakeholders, and City staff to develop a vision for the site that is consistent with the community's goals and priorities.

Budget estimate

$200,000 – $500,000

The City has not established a publicly disclosed budget for this scope. However, based on the scope of work, which includes community engagement, master planning, and financial feasibility analysis, the estimated cost of the project could be in the range of $200,000 to $500,000. This estimate is based on the assumption that the selected firm will need to assemble a team of professionals with expertise in urban planning, community engagement, and financial analysis, and that the firm will need to devote significant resources to conducting community outreach and engagement activities, developing a master plan and financial framework, and evaluating the financial feasibility of different redevelopment scenarios.
