Description
The Missoula County Fire Needs Assessment RFP seeks a qualified consultant to evaluate current fire‑protection capacity, model future growth impacts, and develop phased infrastructure, staffing, and funding plans for the Wye TEDDs over a 20‑50‑year horizon. The contractor must deliver a comprehensive needs‑assessment report, implementation schedule, and funding strategy by the end of 2027.
• Review existing fire‑service facilities, apparatus, and staffing for Missoula Rural and Frenchtown Rural Fire Districts.
• Model projected residential, commercial, and industrial development and its effect on response coverage and resource needs.
• Recommend new stations, apparatus, staffing levels, and phased capital‑investment plans, including TIF and grant financing options.
• Provide a process for periodic reevaluation of the needs assessment.
