Utility Energy Service Contract (UESC) for CHP Co-Generation Plant and Microgrid.

The Naval Support Activity (NSA) Annapolis is seeking information from qualified utility providers for a comprehensive energy resilience project. The project involves the construction and integration of a new Combined Heat and Power (CHP) Co-Generation plant, an associated microgrid, and the relocation and upgrade of critical electrical infrastructure. The required services from the utility include UESC development, design and construction, infrastructure upgrades, and grid interconnection. • UESC development: performing a Preliminary Assessment (PA) and a subsequent Investment Grade Audit (IGA) to develop the full technical and financial scope of the project. • Design and construction: designing, constructing, and commissioning a new CHP facility, including natural gas-fired turbines, waste heat recovery systems, and a microgrid control system. • Infrastructure upgrades: engineering, designing, and executing necessary upgrades to the natural gas supply infrastructure to meet the demand of the new CHP plant. • Grid interconnection: engineering, designing, and managing the electrical grid tie-in, including the potential for power export capabilities.
