The California Department of Social Services is seeking input from vendors on how a Third‑Party Administrator (TPA) could serve as the fiscal intermediary for the state’s Immediate Needs (WIN) program, which sits on top of the newly‑established Tiered Rate Structure (TRS) for foster‑care youth. Respondents must outline capabilities for managing fund flows, reconciling payments to County Behavioral Health Plans, administering flex‑funds, and delivering real‑time reporting dashboards; optional services include a statewide provider directory and technical assistance to counties.
• Build and operate a secure financial‑management system that tracks IN funds by youth, tier, and county (58 county sub‑accounts).
