Safeguards IT Computer Security Support Services

The Internal Revenue Service (IRS) is seeking capability statements from industry partners to provide Safeguards IT Computer Security Support Services. The objective of this requirement is to increase the security of Federal Tax Information (FTI) and ensure consistent application of information security standards across all partner agency information systems. The contractor will provide cybersecurity and information technology (IT) expertise, optimize processes to reduce costs and minimize risk to FTI, and obtain IT expertise and ancillary support to enable the Safeguards program to meet ongoing and new regulatory objectives. The scope of work includes tasks such as conducting computer security reviews, evaluating agency submissions, and developing and updating Safeguards methodology. Key aspects of the job include: • Providing cybersecurity and IT expertise to support the Safeguards program • Conducting computer security reviews of partner agencies • Evaluating agency submissions, including Corrective Action Plans (CAPs) and Safeguards Security Reports (SSRs) • Developing and updating Safeguards methodology, including the creation of Safeguards Computer Security Evaluation Matrices (SCSEMs) and automated evaluation files • Providing ad hoc support for the assessment of other projects, pilots, and new legislation that include provisions falling within the purview of Safeguards The ideal contractor will have experience in providing similar services, including computer security reviews, IT expertise, and methodology development. They will also have a strong understanding of information security standards and regulations, including IRS Publication 1075 and NIST Special Publications.
