Weather Respite Operations

The County of Sacramento is seeking proposals from qualified providers to operate a Weather Respite Program, specifically Weather Respite Center(s) and Cooling/Warming Center(s) during periods of inclement weather. The program aims to provide a safe, climate-controlled space for vulnerable individuals, offering basic necessities such as meals, snacks, water, and access to showers. The selected provider will be responsible for creating a client-centered environment, ensuring easy access for individuals seeking relief from inclement weather. Key services include case management, supportive homeless services, and referrals to community resources. The program will operate at the County-owned Watt Safe Stay facility, serving up to 75 adults aged 18 and older. • The program will provide a low-barrier, trauma-informed, and culturally responsive environment. • The selected provider will be required to supply basic necessities such as meals, snacks, water, and access to showers. • The program will operate 24/7, with staff available to provide support and services. • The selected provider will be responsible for ensuring participant safety, dignity, and accessibility. • The program will prioritize diversion, harm reduction, and housing first approaches. • The selected provider will be required to track participant data and outcomes, including HMIS reporting.
