Description

The State of Tennessee Department of Children’s Services is seeking a single provider per geographic region (six regions total) to deliver intensive Alcohol & Drug (A&D) In‑Home Case Management services under the Tennessee Family Project (TFP). Services include strength‑based assessments, family preservation and reunification activities, supervised visitation, court testimony, and reimbursement for unsuccessful effort attempts. Providers must use state‑supplied evidence‑based models (e.g., the Nurturing Program), comply with extensive reporting requirements, and meet staffing, licensure, background‑check, and insurance standards. The contract is a three‑year, fixed‑price, firm‑term agreement (July 1 2026 – June 30 2029) with no guaranteed minimum volume; payment is hourly for case management, court testimony, and unsuccessful effort reimbursements. • One award per region (Northeast, East, Tennessee Valley, Mid‑State, Mid‑West, West). • Required hourly reporting, quarterly service‑level reports, and electronic data submission to the CCWIS portal. • Providers must submit both a technical response (no pricing) and a cost proposal (hourly rates per region) by the May 14 2026 deadline. • Mandatory staff qualifications, licensure, background checks, and insurance coverage (minimum $1 M CGL, $3 M cyber, etc.) are required.

Budget estimate

$1,000,000 – $5,000,000

No explicit contract ceiling is disclosed. Historical evaluation‑factor tables suggest the State anticipates a substantial volume of supervised visitation and court testimony hours across six regions. Assuming an average hourly rate of $80 for case management, $100 for court testimony, and $40 for unsuccessful effort reimbursement, and estimating roughly 5,000 service hours per region per year (a modest volume for a statewide program), annual spend could range from $4 M to $12 M total for the three‑year term. Therefore, a reasonable ball‑park for the contractor’s total earnings is between $1 M and $5 M over the contract life, depending on actual service volume and regional rates submitted.
