Description

The City of Sacramento’s Department of Community Response is seeking an operator to run a 24/7 medical‑respite/recuperative care facility for up to 100 unhoused individuals who have been discharged from health‑care settings. The operator must provide full program management—including housing navigation, care coordination, benefits assistance, transportation, and supportive services—while securing all operating funds through external sources such as CalAIM, Enhanced Care Management, Medi‑Cal reimbursements, managed‑care plans, and hospital partnerships. The City will provide the physical site (two 6,000 sq ft “sprung” shelters, restroom trailers, and office trailers) at no cost, but no operating subsidy; the successful vendor must develop a complete annual budget and funding plan. The solicitation includes a mandatory pre‑proposal conference (optional attendance) and a Q&A cutoff, with proposals due September 6, 2026 and contract award slated for April 1, 2027. • Operate a 24/7, 100‑person residential medical‑respite program with comprehensive supportive services. • Must fund all operating costs via external reimbursements—no City cash contribution. • Provide a detailed budget, staffing plan, funding strategy, and customized Good Neighbor Policy. • Use existing kitchen equipment and renovate restroom trailers; manage security, housing navigation, and HIPAA‑compliant data.

Budget estimate

$2,000,000 – $5,000,000

No exact contract value is disclosed. The current operator (Volunteers of America) receives a not‑to‑exceed $2.815 M annual contract, and the new operator must cover all operating costs through external reimbursements. Assuming a comparable scale of services, the annual operating budget (and thus the potential revenue for the contractor) is likely between $2 M and $5 M, depending on the mix of CalAIM, Medi‑Cal, and hospital partnership funding.
